    • Russia to launch three communication satellites in 2007, two in 2008

Russia will put three new communication satellites into orbit this year and another two next year, the acting director of a state-run satellite communications company said today. Yury Izmailov said an Express-AM33 comsat will be launched in September and another two satellites, Express-AM44 and Express-MD1, in December. He said another two satellites, Express-AM4 and Express-MD2, will be sent into space next year.

Izmailov said previously that 15 new communications satellites will be launched before 2015 under a new Federal Space Program to provide mobile communications for the president and government, and digital TV and radio broadcasts for the majority of remote regions in Russia and the CIS.

Last year, Russia lost its Express AM11 satellite when it apparently collided with space junk, causing it to spin and leave its orbit. The satellite, equipped with 30 transponders, was put into orbit April 27, 2004. It was built jointly with France’s Alcatel Space and Sodern, with some equipment made in Germany and Japan. The spacecraft was supposed to remain in orbit at least 12 years.

      • Motorola ships one millionth IPTV set-top box

Motorola has shipped its one millionth internet protocol television (IPTV) set-top box. Motorola said the shipped device—the VIP1510—represented a "significant advance" on the first IPTV set-top box shipped in May 2001.

The receiver is part of a range of IPTV set-top boxes with hard drives for digital TV recorder functionality and personal video storage as well as the ability to process MPEG-2 and MPEG-4/AVC in standard definition and high definition. There are also hybrid models for combining IPTV with digital terrestrial broadcasts.

Motorola has provided IPTV solutions to more than 70 operators worldwide. Last year Motorola acquired IPTV set-top box specialist Kreatel Communications.

          • Thailand blocks YouTube

Thailand's military-appointed government blocked access to YouTube after it declined to withdraw a video clip mocking the country's monarch. Communications Minister Sitthichai Pookaiyaudom told Reuters he ordered a block of the entire site after the ministry's attempts to block the offending page last week failed. "When they decide to withdraw the clip, we will withdraw the ban," he said. The 44-second clip ridicules King Bhumibol Adulyadej, the world's longest reigning monarch revered by Thais.

            • Arianespace to launch Australian satellite Optus D3

Australian telecom operator Optus has chosen Arianespace to orbit its D3 satellite.

Optus D3 will be orbited by an Ariane launcher or a Soyuz launcher in 2009 from Europe's Spaceport in French Guiana.

This contract reflects Arianespace's successful strategy of offering launch Service & Solutions tailored to operators' needs.

Optus D3 will be the fifth satellite launched by Arianespace for the Australian operator. Optus D1 was launched by Arianespace in October 2006, following Optus & Defence C1 in 2003 and Aussat A3 in 1987. Optus D2 is scheduled for launch by Arianespace later this year. Optus' parent company SingTel also chose Arianespace to launch its ST-1 satellite in 1998.

American satellite manufacturer Orbital Sciences Corporation will construct the Optus D3 spacecraft in Dulles, Virginia, using the Star-2 platform. The satellite will weigh about 2,500 kg at launch, and will be positioned at 156 degrees East. Offering a design life of 15 years, the satellite will provide direct TV broadcast, Internet, telephony and data transmission services for Australia and New Zealand.

Optus D3 is the 285th contract signed by Arianespace since its founding in March 1980. Arianespace currently has a backlog of 41 satellites to be launched

              • EU Commission approves Thales take over of Alcatel's share of Alenia Space and Tele..

Thales' purchase of Alcatel's share in the Telespazio and Alcatel Alenia Space joint ventures has been approved by the European Commission.

In November 2006 the EC began an indepth investigation as Thales is a manufacturer of travelling wave tubes, a key satellite component. The EC was concerned that this transfer of joint venture ownership could have a detrimental effect on the downstream satellite and subsystem rivals.

Telespazio and Alcatel Alenia Space were joint ventures between Alcatel and Finmeccanica. The conclusion of the investigation was that the transfer of ownership to Thales would be unlikely to lead to the company having an ability to reduce competition.

EC competition commissioner Neelie Kroes says, "This merger creates a complex vertical structure in an industry involving highly technical products but the Commission has investigated it thoroughly and is satisfied that the existing strong competition on the markets for telecommunications satellites and subsystems will not be adversely affected."

                            • Sunbursts threatening future of global positioning system permalink

POWERFUL solar eruptions are threatening the future of the global positioning system, experts warned yesterday.

GPS receivers have become widely used in recent years, with satellite signals navigating cars, planes and ships.

But a panel of scientists revealed that an unexpected solar radio burst on 6 December affected virtually every GPS receiver on half of the Earth.

Some receivers had a reduction in accuracy, while others lost the ability to determine position due to the "space weather".

Solar flares have previously been known to knock out satellites and even electricity grids, but US-based researchers said the December incident highlighted an unexpectedly serious new effect. Solar activity rises and falls in 11-year cycles, with the next peak expected in 2011.

If that increasing level of activity produces more of such radio bursts, the GPS system could be seriously affected, the researchers warned.

The December eruption produced ten times more radio noise than any previously.

Dale Gary, the chairman of the physics department of the New Jersey Institute of Technology, said difference between that burst and normal solar radio emissions "was like the difference between the noise level of a normal conversation and the noise level in the front row of a rock concert".

The panel of experts said it was now essential to learn more about the sun's behaviour quickly in an effort to find ways to predict such events.

Anthony Mannucci, a group supervisor at NASA's Jet Propulsion Laboratory, described the flare as a "wake-up call" to improve technology.

                              • Canall+ shareholders consider options

Canall+ chief executive Bertrand Meheut has said former TPS shareholders TF1 and M6 could withdraw from the pay-TV company within the next three years. Meheut told the French daily Le Figaro that Vivendi is prepared to consider taking its shareholding up to 100% should the other partners pull out. The French commercial networks TF1 hold 10% and 5% respectively. Meheut says Vivendi believes the pay-TV company to have very strong growth prospects.

Meheut confirmed that the media conglomerate Lagardere, which currently holds 20% of Cana*l Plus France, has the option to increase its take to 34% or withdraw from the company altogether.
